It's about a 17 year old, Justin Matthew, when he got his powers from his parents who is scientists and developed META-V, a substance that turned Justin into a meta-human. After realizing he got powers, Justin turns into Starman and set to defeat evil in New York. He give every citizen in New York one thing: Hope.
