Analysis
Season four starts with a bang when we are introduced to a villain from Season 1. Mizuki is the one who manipulated Naruto and used him to sneak out the secret scroll, the same scroll that Naruto used to master the Multi-Shadow Clone Jutsu. Mizuki was a Chunin Academy staff member for the Hidden Leaf Village. Therefore, Mizuki plays a role in revealing a lot of things, as I will explain in my analysis. It will look at the details concerning the Maximum-Security Prison and the role of Mizuki.
Before looking at the role Mizuki plays in this episode, it is important to understand Jiraiya’s secret mission. Naruto was supposed to train with Jiraiya; however, some important last-minute work came up for Jiraiya, so he had to attend to it. This means that the training with Naruto is now on hold. Jiraiya must gather information about the Akatsuki organisation, and he is worried that if he tells Naruto, he might ask to come along. If Naruto came along, it would put his life at risk since the Akatsuki are after him, so Jiraiya decides not to tell Naruto. So, he supposedly gives Naruto a scroll with a list of training regimens to help with his training, yet it’s just a blank scroll that is written on it, “willpower.” The Akatsuki are mentioned in this season, so there is a possibility that they will be revealed in various episodes.

Details concerning the Maximum-Security Prison
Leaf Maximum Security Prison used to be called the Ninja Prison for capital offences and felonies. Shizune also stated that, because there has been a drop in several Shinobi committing crimes, the facility has been downsized and the name has been changed to reflect the cutbacks. It was originally built to house murderers, those who committed treason and the like, and the most hardened criminals. But there hasn’t been much trouble in the last few years, and the prison has been quite secure. The role of Mizuki
With the events of Rice Field Country behind them, everyone prepares for their training. But a new threat soon arises. Mizuki is back, and he is the Legendary Stupid Brothers (changed to the Famous Idiot Brothers in the dub). However, this time, Orochimaru may be pulling the strings. Fujin and Raijin’s weakness is food. They love to eat; when they have enough food in their bellies, they are calm, but if they are hungry, they are impossible to control. Therefore, Mizuki uses food to influence the brothers to do what he wants: go see Lord Orochimaru. This is evident in the dialogue:
Mizuki: What would you say if I could get even more gourmet food?
Fujin and Raijin (excited): What? Food where? Give me.
Mizuki: I know a place where we can go visit an old friend of mine; you can taste cuisine that’s even more scrumptious than this.
Raijin: An old friend of yours— Is this the same fellow you told us about some time ago?
Fujin: Yeah, is there an O.O.O.?
Mizuki: That’s right, Lord Orochimaru.
Mizuki plays a role in revealing that he serves Orochimaru. What is the connection between them? This is revealed in an interaction with Lady Tsunade, among others: Asuma, Kurenai, and Shizune.
When Asuma and Kurenai are summoned to Lady Tsunade’s office, they discuss details of the Maximum-Security Prison.
Lady Tsunade: What, the Leaf Maximum Security Prison?
Asuma: The crime occurred about a year ago; a Chunin Academy staff member manipulated Naruto and used him to sneak out the secret scroll.
Kurenai: According to the final report, Mizuki acted alone. He was punished, and the case was closed, wasn’t it?
Lady Tsunade: That’s right, but I’m not sure he was acting alone. Evidence has surfaced that indicates there may be a mastermind who orchestrated the crime from the shadows. I found this clue in my files. When he was first locked up at the maximum-security prison, Mizuki was concealing this piece of paper. At the time, the guards just assumed it was an innocent doodle.
Shizune: Lady Tsunade, what is it anyway?
Lady Tsunade: I’m not certain; however, the handwriting resembles a document that was confiscated at the location where Orochimaru was experimenting on humans.
Kurenai: Wait, are you saying Orochimaru is behind this?
Lady Tsunade: That possibility does exist. Think about it: if alone, an experienced Chunin stole the secret scrolls, he wouldn’t be able to do anything with them; he lacks the power. No, it would only make sense if Orochimaru were behind him, commanding him, pulling the strings. Asuma, Kurenai, get going to the maximum-security prison at once. Find out everything Mizuki knows.
If Orochimaru is behind this, then that means from the onset, he was an antagonist who was responsible for Mizuki manipulating Naruto to steal the secret scroll. It also means that he manipulated Mizuki to do his dirty work. Once again, Orochimaru is playing a role in this season. Moreover, when Lady Tsunade was having this discussion, Naruto was eavesdropping outside, and this caused him to follow Asuma and Kurenai.
Asuma and Kurenai are sent to interrogate Mizuki, but they run into trouble on the way. Naruto shows up and finds the two Jonin injured and defeated. When Asuma and Kurenai arrive at the prison, they find that all the prisoners are set free, hence why they got injured and defeated. What will happen next? Will Mizuki finally meet Orochimaru?
